How do I keep the harmonic balancer from moving so I can tak the crankshaft bolt out so I can remove the harmonic balancer

Hi Mike,
A common way is to take advantage of the slots in the balancer and to insert a drift or similar bar through a slot so that it protrudes far enough on the back side to run up against the block when the crankshaft/balancer is turned via the bolt, and thus it wedges the bar and prevents the rotation of the balancer and crankshaft. You didn't mention which engine you have but take a look for the slots in yours and see if that approach would apply to your engine.
