Hi Pete,
I assume that you checked fuse #3 (10 amp) under the dash not only that it isn't blown but also that it doesn't have a subtle crack in the internal wire. Also check fuse F1 (20 amp) in the power distribution center under the dash which is only for the hazards.
Because you replaced the flasher, I would try to locate the wiring harness to the multifunction switch (8 wires) and make sure that it is not disconnected near the steering column and also that you have 12V on the black wire of that harness when the ignition switch is "on". Also, check that the black wire on the combo flasher socket itself is grounded. Either of those could cut the power to the flasher. In theory, if you have power and ground, then you should get some action out of the flasher unless the combo switch itself is defective internally.
