Chrysler Repair: 1989 Lebaron:runs rich, top fluid, odometer, poor gas mileage, chrysler dealer

Roland,
I recently purchased a 1989 convertible Lebaron. It is in good shape and I'd like to fix it up for my wife. I have a couple of questions.
The car runs good but has sooty black smoke coming from the exhaust, and gets poor gas mileage, burning rich I know, but should I take it to a Chrysler dealer to tune up or can I do it myself. I understand it has a fuel injected throttle body?
Next question is the hood hydraulic pump appears to be out of fluid or so the previous owner said, but I can't find the reservoir filler for it. I haven't found oily leaks in any of the hoses so I'm not sure where it's leaking from.
Also the odometer does not work is it fixable?
As I said the car looks sharp and I believe once the rich fuel is fixed it will run great too.

Hi Stephan,
I would begin with the ignition key:"on-off-on-off-on and leave on" doing that in 5 seconds or less elapsed time. Then watch the check engine light which remains on to begin to flash, pause, flash, etc. Count the number of flashes before each pause. Then repeat to verify the counts. The last two sets should be 5 in each. Then group the numbers in pairs to form two digit fault codes that are a clue possibly to why you are running rich. The last number, 55, means"end of readout" I suspect the oxygen sensor, but lets see what codes you get. You can get a translation at www.allpar.com/fix/codes.html
On the top, look on the hydraulic cylinder/pump for a cap which you add type A trans fluid in order to fill. Use Dexron II, Type A only BUT never use that fluid in your automatic transmission
On the odometer: there are a couple of gears internal to the speedo that you can buy, install, and that will do that problem. Go www.odometergears.com
