Chrysler Repair: 1996 grand voyager ac clutch, grand voyager, output pin

I have a 1996 Grand Voyager and the AC clutch wont engage. I checked the relay in the PDC and I get 13.8v on the positive side but only 12.3v on the neg side so the relay wont energize. I jumped the relay and the clutch engaged so I know the problem is elsewhere. I also located the wire coming from the dash control and I get a full 13.8-v so I know the dash control is working. Seems like the problem must be between the dash control and the relay but I don't know where to look next, thanks for the help in advance.

Where are u getting + and - side from?? With the key on u will have 2 12v sources,1 is battery feed pin 30,one is ign feed pin 86,1 output pin 87 to the clutch which should having nothing on it if u have the relay out.And one Pcm control pin 85. Find out if the PCM wants the relay to be turned on if it does u will have a ground on pin 85 to close the contact of the relay. If u dont have a ground there when the van is running and ac on  then the pcm does not want the clutch on due to several issues like low freeon,bad wire,bad pressure switch bad pcm.
