Chrysler Repair: Cirrus cooling fan relays, interference module, inner fenders

Question
QUESTION: where is the cooling fan relay on the 1995 cirrus v6 - looked in the fuse box inside the engine above the computer and it is not there - can you hook them up and run them manually?
ANSWER: Hi Jim,
My '96 shop manual shows that the two relays (low and high speed) are located in the power distributrion center under hood next to the engine computer They are at the very end, side-by side (just next to the starter and ASD relays in a group of 4). For the fans to operate you need to have fuse 9 (10 amp to actuate the relays) and fuse 19 (40 amp to power the fan motors), so check those out too. The engine computer closes the relay switch by grounding the far end of the actuation coil of each relay, as required by the coolant temp sensor. So you shouldn't need to run them manually if those fuses, the rfi interference module, the sensor, and the ground connection at the left strut tower are good.
Let me know if you need some help troubleshooting the circuit.

Answer
Hi Jim,
Maybe they modified the wiring between '95 and '96 (my manual). The part of the box that you described is identical to what I show, but then they show a mid-section with nothing ID'd and then they show on the far end of the same box there to be 4 relays that are specifically the starter motor, asd, and the two fan relays. If your box doesn't have the additional relays then they are probably mounted on the outer wall(s) of the engine compartment. So look for 4 relays on what are called the inner fenders or the firewall. If you pull one that prevents the starter motor from cranking that would be the starter motor relay. Another one will prevent the engine from running (the ASD) though the starter motor will work. The other two are the fan relays. They have to be somewhere in the engine compartment, on the upper edges of the side walls.
So try switching out the two fan relays. The low speed one may not be working  so see if that affects the operation of the fans. If not, then you will need to check the coolant temp sensor located next to the thermostat housing on the top of the engine where the big upper radiator hose attaches. It has a two wire connector. Lift the tab on the connector gently to remove the plug. Then measure across the terminals of the sensor. It should read 7,000 to 13,000 ohms when cold, and 700 to 1,000 ohms when hot (200F). But the fans don't start to work until the temp of the coolant hits 220F (low speed)  and 230F (high speed). But the low speed fan should come on at 210F if you have the A/C activated. So I don't know what exactly is your problem but maybe now you should be able to move ahead. Write back and tell me if you found the relays and what is specifically your problem. Did you check the fuses a told you about? Look carefully at them or measure for continuity. They could have a slight crack but still look ok.
