Answer
Wow, do you still have the original key with the clear Chrysler emblem in the head of it?  Uber pimp key.

The a/c compressor and the cooling fans are tied in together in the diagrams so I'm going to go out on a limb and say you've got one problem or one area of problems for the fans being Inop and the compressor being inop.

When you say you "checked all the fuses" how did you do this?  I'm a firm beleiver in both the test light as well as physically moving the fuse around.  This will make sure it doesn't just LOOK like it's still complete when it's really not.

I remember on the 1st generation minivans that there was a nest of wire style fusible links in use.  Alot of times these would fail and not only burn up the link that pulled too much current but fuse together with other links nearby causing them to pop as well.  Not the most repair friendly design but for the most part they did there job which was to prevent over-loading of a circuit and causing a fire.  I would be suspicious of other fusible links near the battery area in addition to the obvious fuse box.

Also, if I'm not mistaken there are two or three connectors under the battery tray.  If you've had a battery with alot of corrosion on it chances are the acid has leaked down on to those connectors.  Acid can conduct electricity just like a strand of wire so check that area as well for corrosion, damaged wiring and what appears to be water.  Be careful when cleaning since it is battery acid.
