My 89 New Yorker Landau blows hot air (will not change to cold air). The fan control works fine, it just will not cool off. I ran the diagnostic on the digital ATC heater control mentioned in other articles, and I get a 02 code. When I look under the hood, the hot water control valve doesn't change when I change the setpoint from 65 to 85 degrees (I looked at the small arm on the bottom side of the valve that is attached to the vacuum diaphram). It blows really hot air.

Hi Mike,
The water control valve only actuates when the heater unit is placed on A/C recirculate mode so that is not the issue.
The 2 code says something is wrong with the blend door actuator function, either the door binding, the motor failed or the control unit connection to it somehow compromised. Because of the complexity of the instruction for what to do when you have a 2 code it would probably be best if you had the entire write up of the ATC unit to work with. I can xerox and snail mail this to you. It would probably cost me about $1.50 for copying and stamps which you could reimburse me via postal stamps after you receive the papers. So let me know a postal address to send the materials to if you would like to get them.
If you want to take a first look, just remove the underpanel
pad above the floor hump and remove the floor level air duct
(2-4 screws) by sliding it down. Behind it you will find the unit, and the blend door actuator is on the very bottom of the unit, just above the hump, looks like a flat box with two ear-like structures in which you will find attaching screws. Remove the screws, drop the box but leave it electrically connected. Then try the fault code test again. If the code goes away then note a vertical rod/lever sticking down where the box was mounted which is the attachement to the blend door. It is probably binding up. It the code remains then further electrical testing is needed for which the materials I send will be relevant. When replacing the actuator make sure it meshes with the lever properly.

I removed the box at the bottom of the blend door (position indicator maybe?). I reran the fault code test and got a 02 again. With the fan turned off, the blend door moves freely (no actuator resistance). I found a double acting vacuum actuator above the accelerator pedal that actuates the blend door (I think). There was a gray piece of crank arm lying beside the actuator. I can't tell how to get to the top of the blend door actuator. How do I get access to this actuator link? If I can get to where this crank arm came from, will I be able to get a replacement part? I can send some photos if that would help.

Hi Mike,
According to the pages on the ATC the box on the bottom that is attached to the blend air door lever that comes out the bottom of the unit is called the blend door actuator not position sensor so presumably it is powered to move the lever. The descriptive pages do not give any details about the unit other that this actuator and the major unit at the right hand end called the power/vacuum module (but not really much detail about it either). There is no discussion about the balance of the unit and it is not clear to what extent it is similar to the conventional unit. But the blend air door does not appear to be operated by anyother lever save the one that you found to move freely. So let me copy to pages about the ATC and send them to you so that you can do the electrical tests recommended in the case where the 02 code does not disapear, etc. after removing the actuator box. I don't have any other writeups on the ATC save that for '89. But let us hope that the problem is not with anything on top of it because that requires removal and no instructions are given for that. Maybe the issue will be centered on the power/vacuum module which can be removed and serviced. Because I don't have any personal experience with the ATC or the New Yorker heater I probably won't know what to make of the part that you found. It may be helpful to go to a dealer and look at their parts manual to identify what you found and also to get some additional views of the unit. But I'll get the pages in the mail to you tomorrow. There are about 18 pages of text and wiring diagrams and I can get the copying done for around a dollar and the mailing should be a under a dollar, so when you get these just send me back a couple of dollars worth of stamps if that is convenient for you.
