Answer
Hi Bill,
I believe that your problem is inside the main park/headlamp switch on the instrument panel rather than the low/"optical"horn stalk switch. Those each have a separate supply line from the charging system. The one that goes to the headlamp switch on a red/white wire at pin B of the headlamp switch and that should be hot all times. Then it passes thru a circuit breaker that is internal to the switch and then 12V will appear at pin H of the switch when you have the switch in the full on position if both the circuit breaker and the internal switch contact is good. From there the voltage is carried on a light green wire to the stalk switch and thence on a violet trace wire to fuses 3 and 4 for the right and left headlamp low beams respectively.
I do not know if that internal circuit breaker is a self-reset or a manual reset type, but in any case I would check to see if you have voltage at B, and then voltage at H on the main headlamp switch when it is in the full on position. Then remediate accordingly (supply wire, circuit breaker, internal switch contact, light green wire, violet trace wire, fuse sockets 3 and 4, fuses 3 and 4 ....), perhaps it will require a new headlamp switch if it can't be 'reset' or the internal contacts cleaned up or repaired.
Let me know if this doesn't produce the correction.
