Chrysler Repair: Sebring questions, sebring lxi, engine oil pan

Question
I have a 2001 Sebring LXI with only 27K miles on it and am running into some problems that I would like to run by you.

I had been experiencing problems with not being able to turn the key in the ignition. When trying to start the car, it would occasionally lock up and not allow the key to turn. I would remove the key and insert key in the other direction with no improvment.  Tried another key, same thing.  Then as suddenly as it would lock up, it would unlock and would work perfectly for days at a time. Finally last week, I was not able to get the key to turn, no matter what I did.  I should mention that I did try to turn the steering wheel to see if that would make a difference and found that the steering column was not locking the wheels like it should when turned back and forth.

I had the car towed into the dealer and when it arrived the dealer was not able to duplicate the problem, the key turned just fine. Since the key lock-ups has been occuring with more frequency I was anxious to get the problem resolved. The dealer (and the tow truck driver)thought that the cylinder might be the problem and recommended replacing it as a possible fix. I have had it replaced as an out of pocket expense since I am no longer under warranty and so far so good but since the problem was sporadic I will reserve my joy until a month or so has gone by.

Now here are my questions:

- Does this model Chrysler have a reputation for having steering column problems?  I had to have the steering column replaced under warranty only a few months after buying the car brand new.  (Due to a clicking noice when the steering wheel was turned  which the dealer diagnosed was due to the column upper bearing

- Do you agree with the replacement of the cylinder?  And can this be related to the steering column problems?

- While they had the car for the key lock problem, the dealer did their "complimentary" 27 point vehicle inspection and reported that I should replace my engine oil pan gasket since he found a leak. Would have not thought too much about it but I already had replaced it under warranty about 2 years ago.  Is this common?

- There was no any oil leakage noted where the car is parked.  Would I have seen something if the oil pan gasket was leaking?

- The dealer also said that I was due for a serpentine belt. I only have 27K miles on the car, is this possible?

I have declined to proceed with the belt and gasket replacement thinking that perhaps this is time to stop taking the car to the dealer for repairs and start going back to a trusted mechanic that has worked on some older cars we used to own.

My husband, dear man that he is, just is not a car "person" and is not able be much help with the problems so I am hoping that you will assist me in proceeding from here by answering my questions.

Thanks very much in advance!
