Classic/Antique Car Repair: 1970 Corvette Blower Motor problem, fuse panel, turn signals

I have a 70 vette (with AC but the compressor etc is not installed) The blower motor for the heat etc doesn't work in any of the speeds. The AC fuse (in the fuse panel) is dead on both sides (the fuse is good) I have tested the blower motor with a separate ground and "hot" and it runs. Any idea why there is no power to the "line" side of the fuse ? What feeds this? are there any fusible links? any help would be greatly appreciated. Thanks

I don't have a wiring diagram for your car, so I'm going to have to make an educated guess.  I believe that fuse is fed directly off the Accessory circuit, which in turn in activated by the accessory terminal on the ignition switch.  Since (I assume) your other accessories are working (turn signals, wipers etc.) the problem narrows down to a bad connection right on the fuse panel.  I'd start by removing the fuse and cleaning the clips that hold it with fine sandpaper, then blowing off the grit and trying it again.  If you find 12 volts on the clip, but not on the fuse end cap, that is your problem - crud on the clips.  This is invisible oxide buildup - very common in the wet part of the country - we never see it out here in in the Desert, but I  remember from my back east days that such mysteries were common back there.
