Classic/Antique Car Repair: Governor - Solenoid, Packard 1949 Club Sedan, dick benjamin, steep roads

Have tried to get in touch with Mr. Dick Benjamin who 24/9/2006 sent me detailed answer to my question regarding trouble with overdrive in my Packard 1949 Club Sedan series 23. We have now managed to operate the wire/lever to operate the lockout of the overdrive., but nothing happens. Maybe the problem is inside of the transmission ?
The overdrive (electric) does not function either and I think this is an electric problem. I have several times opened the governor, cleaned contacts but no luck. Measured that contact to solenoid as well as grounding is OK. Also opened and cleaned the solenoid. Controlled grounding of solenoid. Last driving test gave a lot of click sounds like a machine gun from solenoid or governor, - so now I have cut the connections and drive on free wheel and direct gear all the time. Not good as I live in a part of Norway with high mountain and steep roads. Is a new governor the answer or do you have an good idea ?

I would love to help but I wouldnt know a packard if it ran me over Although from what I read most of all the shift points are set from the carburator position (linkage) So if linkage is not right then it wont shift.
