Classic/Antique Car Repair: choke, wd40, flap

just to confirm,you said to check if the choke is closed in the morning.Does this mean the flap should be down or up?
When I look it is open,and very stiff.I had to soak it with WD40 to get the mechanisms to move.
Also,towards the front,the flap is connected to a rod that goes into a little metal cover,inside of which I think is a spring.I squirted WD40 into this,but should I remove it to adjust the spring? Thanks so much.

SORRY I THOUGHT I SENT THE ANSWER OUT 2 DAYS AGO. CLOSED THE CHOKE WILL/SHOULD BE FLAT CLOSED .OPEN IS STRAIGHT UP,
DO NOT DO ANY THING TO THE OTHER FLAP  ONLY THE CHOKE AND SPRAY ALL OF THE LINKAGES  UP GOOD. OK - THEY MUST ALL WORK FREELY TO WORK THE CHOKE PROPERLY.  OK LET ME KNOW HOW IT GOES ,you do not wish to touch any other parts as it can throw the settings off ,
