Dodge Repair: engine smoke ist start up, combustion chamber, piston rings

smoke on start up only - this is 2nd mopar reman engine this month in this car - same symptoms - manifold vaccuum is correct - new pcv and hose - no oil in hose - new intake manifold - uses 3/4 qt oil in 125 miles - valve covers were not cleaned and are slightly sludged  - plugs a little fouled - original engine had same problem. 2007 sebring 3.5 49000 miles - no dtc's - start the car 3 to 4 times and don't drive it and it will smoke only slightly or not at all ..

Is the smoke white or blue or black in color? White is coolant, blue is oil, black is gasoline, in general. So get a good look with sufficient lighting to distinguish and let me know. Using that much oil suggests it will be blue. Oil can get into the combustion chamber by leaking around the piston rings or by leaking between the valve guides and the valve stems. Because this occurs when first starting my thought is that the valve guide/stem pathway is the more likely because of the normal build up of oil in the upper engine and gravity will cause it to seep down into the combustion chamber. How long ago was the rebuild and who did it? Any warranty? I would do a compression test to see how those numbers compare to spec.
