Dodge Repair: Radiator Fan, radiator fans, solid state relay

Hello, I am trying to diagnose why my radiator fans won't turn on on my 1999 dodge neon.  Originally I found a broken wire going to the relay, I repaired that, still nothing, then I replaced the relay, nothing either. I have tested the motors ok, I believe it to be a computer problem.  Do you know how the PCM activates the solid state relay, is it with a low or a high, or is is current controlled. I tried putting a low to the relay on the relay control wire(from the computer) and it arced on me, any hints?

at the relay  gray wire  is B+
Dark green is PCM control  which should be a power supply or ground  it depends on the system it self.
Black is ground
Light green is the output from the relay to the motors.
There is a one way diode in the output wire between the relay and the motors.I live in the Atlanta area I would be glad to look at it for u.
