Ford Repair: 1998 ford Ford Taurus hood will not open, ford taurus, screw driver

I know this may be a stupid question and the car is older than a 2000 but maybe you can help. When I pull the hood release the hood will not open unless I put a screw driver between the hood and the front of the car and twist the screw driver. What do I need to adjust?

replace the cable and remove latch. soak it in trani fluid . very common concern. or you can manually open and close the latch under the hood. open the hood and latch the lock with a screwdriver. while spraying penetrant on the latch directly where the cable comes in, have someone pull the hood release. do this a few times it should help
