Ford Repair: 1989 Ford F350 4.9L EFI Distributor Cap Wire Location, ford f350, vacuum hoses

Hello Tony I'm going nuts tonight been up for about 19 hours
now working on this truck. I had a bad roll pin on the
distributor gear that sheared. Then we got that fixed and
also put a new oil pump on it just in case but was unable to
get the distributor back in. Bought a new distributor but
came with no hex shaft for the oil pump had to reuse the old
one. Still unable to just drop it in. I suspect play in this
hex shaft is what kept us going at it this long. Had to work
with it and wiggle it around for hours to get it in. But we
got it in about a dozen times and kept working for TDC at
number one. We think the plug wires were on the distributor
one step back a guy that works for me did a tune up
yesterday and may be the one who did this. We relocated
number one to where it says 1 on the cap. Pulled distributor
again and set at this location. Still not wanting to start
and a little chug and slight back fire upon this last
attempt. My question for you is this - Where is number one
on the distributor on a 1989 4.9L with EFI I have read
online on forums at 6 o'clock and another says 3 o'clock.
The guy that works for me that changed out the wires and cap
yesterday had #1 at 5 o'clock on the distributor. From what
I have gathered in these forums online some say it's
different on EFI engines. Any ideas would be deeply honored
in this direction sir.

THIS IS OUT OF THE SERVICE MANUAL, HOPEFULLY THIS WILL HELP THANKS TONY Procedure Non-EEC EEC-IV
1. Place transmission in PARK or NEUTRAL, A/C and heater in OFF position. X X
2. Remove vacuum hoses from the distributor vacuum advance connection at the distributor and plug the hoses. X   
3. Connect an inductive timing light, Rotunda 059-00006 or equivalent. X X
4. Connect a tachometer, Rotunda 059-00010 or equivalent. X   
5. Disconnect the single wire in-line SPOUT connector or remove the shorting bar from the double wire SPOUT connector.   X
6. If the vehicle is equipped with a barometric pressure switch (12A243) disconnect it from the ignition module and place a jumper wire across the pins at the ignition module connector (yellow and black wires). X   
7. Start the engine and allow it to warm up to operating temperature. To set timing correctly, a remote starter should not be used. Use the ignition key only to start the vehicle. Disconnecting the start wire at the starter relay will cause TFI Module to revert to start mode timing after the vehicle is started. Reconnecting the start wire after the vehicle is running will not correct the timing. X X
8. With engine at timing rpm if specified, check/adjust initial timing to specification. X X
9. Reconnect single wire in-line SPOUT connector or reinstall the shorting bar on the double wire SPOUT connector. Check timing advance to verify distributor is advancing beyond the initial setting. If it is not, refer to Section 5A , Quick Test Step 4.0.   X
10. Remove test instruments. X X
11. Unplug and reconnect vacuum hoses. X   
12. Remove jumper from ignition connector and reconnect if applicable. X
