Ford Repair: Ford e150 blower motor, jumper wire, dash speed

Hi, I have an 1997 E150 Clubwagon Van and it will not blow cool or hot air up on the front dash area.  I know there are two fans/blower units on this model(one in front & one in back) and the one in the rear of the car works fine on heating and cooling.  The one in front just doesn't do much of anything.  I can hear some noise when I turn it on, but there is no difference in what is coming out no matter what speed is selected.  I went and got a jumper wire and got 12 volts to the blower motor, and it worked fine, so I figured the problem had to be the resistor next to the front blower motor.  Unfortunately, after getting a new resistor, it still didn't work. No matter which speed I select on the dash speed selector, there is no change in what is coming out, which is barely anything.  I don't know how to test the resistor to see if the new one is bad, but I also wonder if the dash speed selector switch is bad.  And I don't know how to get access or how to remove and test the dash heat/cool motor speed selector switch. Can you help?

first with the vehicle running when you jumped blower do you have air coming out normal-if you do-find the blower relay in the relay box pull it out and look at the female connectors in the box as see if one looks burnt if so you can repair it or replace box good luck-you may try wiggling the relay while key is on and fan speed set to high.
