Ford Repair: 91 Ford tempo clicking sound under hood, power steering pump, compressor clutch

I have a 91 tempo that has a steady slow(on 3-4 seconds off 3-4 seconds) noise at whatever component is at the bottom passenger front of the car below the power sterring pump. It has a pulley and the serpentine belt goes around it on the way up to the power steering pump and etc. When I watch the pulley from beneath the car I can see the pulley move a bit when the click goes on and then move back when the click goes off. When the click goes on it slows the idle a bit. A/C pump? oil pump? starter!? I don't have a book on the car.

yes, you are on the right track.  The noise you are hearing sounds like it is your a/c compressor clutch.. if you look very close at the clutch you may see very fine metal filings near your clutch.. you have two choices, one get a compressor for it.. which can be costly because you have to replace other a/c components. second you can just buy a clutch for the front of the compressor.  That should solve your noise and idle problem
