what is the best way to loosen stubborn head bolts

  The short answer would be some liquid wrench (or similar penetrating lubricant) and an air ratchet.  If you don't have access to an air ratchet then it's just going to take a lot of "persuasion" and elbow grease.  Spray on a liberal amount of lubricant and let it sit overnight (or even better, 24 hours if you can afford to) then have at it.  The good news is that head bolts are pretty darn strong so there's little chance of one of them snapping.  Hope this helps.
