hello, my ? is that i have a solenoid on my fender well is there a way to test it the reason is i seem not to be getting any vacum to my egr valve, now i do have vacum from my pelium to the solenoid on the fender well but it seems like it is not opening to have vacum to the egr valve please help ty

Yes, you can check that solenoid manually. Use two jumper wires, connect battery + to the terminal for the RED wire; connect battery - to the other terminal. Do this quickly and see if air will pass thru the solenoid, do not hold the power on too long, this part is not designed to be continually on.

Do you have a check engine light on or codes to go by? Why are you thinking the egr doesn't work? The egr valve and it's controls only work in the right operating conditions. Simply revving the motor may not operate the egr.
