I'm sorry I did not find this site last week as it would have saved me hundreds of dollars. I've just recently taken my newly purchased 97 ranger in to a local ford dealership to have a couple of things looked at.  The code scan, new thermostat and IAC valve cost over $700. The rough shifting from 1rst into 2nd I was feeling was confirmed by a code and it is recommended that a new shift solenoid kit be installed. Estimated cost $1000.00 (we have a lot of taxes here in Canada)

Is it possible for a back yard mechanic to perform this repair? Also, can a code scanner be purchased or is software required?

Hello and thanks for the question...I'll try to help.
It can be done by a back yard mechanic........BUT........I wouldn't reccomend it. There are line up tools as well as specialty tools needed, and a mechanic has them.
A code scanner can be bought.......no software is needed. It is an OBD II system and it is all generic. You can find several on the internet. They run from about 300.00(US) to 8,000.00 (US), the latter one is the Snap on Modus model......it's about as professional as you can get.
