Ford Repair: 98 Contour 4 cylinder alternator change, bolts and nuts, haynes manual

Question
To remove altenator Haynes manual tells me to remove drive belt. Have removed rhs front wheel and belt cover. Can get to tension wheel. With 13mm wrench turning tensioner clockwise seems to add tension, turning counter clockwise the bolt appears to undo. What am I doing wrong?
