Ford Repair: 2002 Ford Focus, focus lx, tight budget

I recently bought a used 2002 Ford Focus LX.  It has been wonderful until recently.  I am also on a tight budget right now, and am unable to repair anything on it that may be too expensive.  Here's the problem.  Usually when i am stopped at either a red light or stop sign, and accelerate from the stop, my car stutters and bucks a little bit, almost like the feeling when running out of gas.  Also, recently, it has been difficult to start, this morning for instance I had to turn the ignition twice, because the first time it did not start the engine.  I was thinking of starting cheap, with a tune up.  What would you think could be causing this?  It has 65,000 miles on it, probably wouldn't hurt to replace fuel filters and pumps.  Do you think something like a tune up would help?  Or could it be something more causing these problems?

Hello and thanks for the question...I'll try to help.
As long as the check engine light is not on....I would go with  a tune up.......but replacement of the pump isn't needed ....yet. Replace the air and fuel filter, spark plugs, and ignition wires.
