Ford Repair: 2002 taurus sw, seat belt retractor, automatic tranny

I have a 2002 taurus sw with automatic tranny.  The right rear(middle seats)seat belt will not move anymore.  It is stuck in one position.  I need to know how to get the panel off to get to the seat belt retractor. Or is there anything else I need to check before taking the panel off?  Also, the air bag light came on at about 39,500 miles.  Sometimes flashes, sometimes stays on and sometimes does not stay on at all.  Is it necessary to take to dealership to have checked, or can I or another shop check the air bags?  Is it normal for it to come on just to get me into the dealership? Hello and thanks for the question...I'll try to help.
 I would suggest that you DO bring it to a Ford garage, being that the training for "other" shops isn't as intensive as for the dealership.
 You should be able to drive it there. When the Air Bag warning light comes on, it should in theory deactivate the Air-Bag system.
Also, inquire at the garage if the seat belt is covered under the safety warrenty. You might get is replaced for free.
