Ford Repair: Escort Engine RPM, dis systems, spark plug wire

I have a 93 Excort LX ,4-speed, with 1.9 engine using the EDIS ignition module system. I took the car to the inpection station and they attached the RPM probe to the spark plug wire (#1 I think) for emission testing.  Their computer showed the engine was idling at 25K (yes, 25K!) yet the tach in the car showed normal RPM and the engine sound was normal, not high speed.  Tried this at two different stations and got the same reslult.  Any suggestion as to what could be causing this?  Ignition coil pack?, EDIS ignition module? or what?

Hello and thanks for the question...I'll try to help.
 I've never seen it BUT, it would seem that the state inspection system needs to be looked in to. An engine can NOT run at 25,000--it's impossible, maybe 2,500RPM? That's more likely and I've seen that. The reason for this is that the EDIS and DIS systems have what is called a "waste spark" which fires on the exhaust storke of the engine. nothing wrong with it, in fact it helps clean up the emissions.
