Honda Repair: TIMING BELT 87 ACCORD, pulley puller, crank pulley

I AM WORKING ON AN 87 HONDA ACCORD THE TIMING BELT WENT. I WAS TOLD IF THE BELT WAS FIXED THERE IS A POSSIBILITY IT STILL WOULDN'T RUN DO TO INTERFERENCE. WHEN CHANGING THE BELT.  SHOULD THE CRANK BE AT THE TDC OF COMPRESSION AND ALSO DO I HAVE TO ADJUST THE VALVES SO THEY MATCH UP.ALSO WHAT IS THE EASIEST WAY TO PULL OFF THE CRANK PULLY SINCE THERE IS NO ROOM TO GET A PULLEY PULLER ON IT.

Nick,
The person was right when they said that it may not run due to possible bent valves. Put the belt on and go from there. If they are bent, it may still run but will have a rough idle. Good luck.
Put the #1 cylinder at TDC, and align the white mark on the flywheel with the arrow. Then align the marks on the camshaft pulley so that they are even with the cylinder head,and the "up" mark is facing up. Then put the belt on and adjust it.
You do not need a puller with the crank pulley. Just remove the bolt with a impact gun, and pull it off by hand.
