Honda Repair: 88 civic idles too fast in warm weather, throttle cable, warm weather

My '88 civic with throttle body fuel injection idles really fast anytime the outside temperature is above about 70 degrees and the engin is warmed up.  It used to do this occasionally, but now it does it most of the time.  It can happen when the Ac is off,  and it is almost guaranteed if the ac is on.

I can pull up on the accelerator peddle with my toe and get the idle back where it should be.  However, sometimes while sitting at normal idle, it will spontaneously rev to a higher rpm and stay there.

What is going on here? How do I fix it.

I have seen quit a few of those civics do that. For some strange reason, the throttle cable seems to shrink. I know it does not make sence but all you have to do is get a 12 mm wrench and give the throttle cable some slack at the throttle body. That should take care of it.
