Honda Repair: Tail Lights Not working, model honda, best guess

My son has a late 80's model Honda Accord.  When the parking lights are turned on everything is normal but when the headlights are turned on, the taillights don't work.  I am guessing short somewhere and my initial thoughts are the switich.  Any different thoughts?  If you agree it is the switch, what is the procedure to R&R?

My best guess would be the combo switch has gone bad. It happens often. To replace it, you need to remove the steering wheel, upper and lower colmun covers, and then the switch. Make sure you mark the steering wheel when removing it or you will not get it back on straight when installing it and the wheel will be off.
