Honda Repair: Power Steering problem, power steering fluid, power steering pump

On an 87' Prelude SI, the power steering fluid drained out. They replaced the pump, the rack n pinion system and then the small regulator pump in the transmission.  But, we only have power steering when at very low RPM, under 5 MPH, and, once you are accelerating, it goes away and becomes stiff, like no power steering.  They replaced yet again one of the "rack" pieces and even the regulator pump in the trans.  But, it is the same. Any ideas?

Sounds like they replaced your whole power steering system. What need to be done is a power steering pressure check. They need to hook a gauge up to the power steering PUMP and check its output. Sounds like to me that you have a bad steering pump. Where are they getting the parts? Are they aftermarket? Was the pump rebilt by them? It is easy to mix the parts up and put the pump back together backwards. That will cause the problem you are having. Also check the P/S belt. Is it slipping? It may be slipping and not making any noise.
Something very basic is being overlooked. Look closer, start from scratch and you should find your problem.
