Hyundai Repair: whirring right front noise, loud whir, transmission bearings

2000 elantra. loud whir consistent with mph, not rpm.
any suggestions? no clunking noise.

This could be anything that turns at wheel speed.  The two most common problems would be brakes or wheel/hub bearings.

Brakes wear indicators tend to make a squealing noise.  
Wheel/hub bearings tend to make a humming noise.

Further down on the probability list is transmission bearings.  

And last, consider that the noise may be coming from your tires themselves, especially if they have flat spots on them.

Ultimately, if the brake wear indicators are not rubbing, you'll need to run the wheels off the ground (vehicle on a hoist) to find the source of the noise.  If it is not present when running the wheels off the ground, it's most likely caused by the tires.  If it is present, take a long screwdriver or similar object.  Then probe the transmission and each of the steering knuckes near where the axle attaches.  Place your ear on the other end while probing.  The noise will travel through the screwdriver indicating your closeness to the source of the noise.
