Hyundai Repair: Hyundai Lantra, plug wires, window washer

Question
Hey, Im looking at buying a Hyundai Lantra 99. But when i went to pick it up, the spark plugs had somehow managed to get wet and it wouldnt start. I'm worried because I've been told that the plugs should be properly covered and they shouldnt be able to get wet... Is this true? The guy said it wouldve gotten wet when he tried to fill up the window washer thing.
Im scared if I buy the car, the same problem will happen and I'll be stuck paying for mechanics to fix the car constantly..

Answer
Indeed, if this car has one of the DOHC beta engines, the plugs should have a plastic cover over them (and the plug wires going to them).  There would be no practical way for water to get on the plugs if adding washer solvent.  The fact that teh person selling the car would make up such a story is disturbing and is indicative of their character.

Many times, engines of used vehicles are washed so that they are more presentable.  I've seen this get water on the plugs.  In some cases, the plug wires, plugs, and/or ignition coil must be replaced due to water damage.  Of course, this leaves the question of the condition of the engine prior to washing.
