Hyundai Repair: new clutch hyundai sonata 2000, hyundai sonata, independent analysis

Question
the new clutch $900 installed at dealer wont downshift from 2nd to 1st unless at standstill.  can this be repaired? dealer says no, that this is not a problem.  I think it is.

If this is the only gear change when this problem occurs, the problem is most likely in the transmission and not with the clutch.  

I, too, have some reservations that this is an actual problem, as first gear is primarily meant to be engaged at a standstill.  Without the ability to drive the vehicle, I'm unable to provide a concrete determination.  My recommendation would be to take the vehicle to another dealer in the area for an independent analysis (second opinon) of the condition and whether it's normal.
