Once you've removed the brake caliper (with bracket), the rotor is "free" to come off.  In many instances, the rotor is rusted to the wheel hub and will need to be hammered off.  If you're attempting to reuse the rotor, use a heavy (2.5 - 4 lbs.) plastic or brass hammer.  If you're replacing the rotors, any 4 lb. hammer should do.
