Hyundai Repair: 2003 Hyundai Accent 1.5 MPI (SOHC), hyundai accent, blown fuse

Question
I have a no start condition on the subject car. The dash lights come on when the ignition key is turned to start, but there is no cranking from the starter and the engine does not turn over. The battery shows 12V when tested with a voltmeter. I cannot test "draw" on the battery when cranking because of the no crank situation. In the relay box located under the hood, on the left side of the car, there is a relay(?) shown on the box cover diagram marked START. Is this (starter) relay the problem? The vehicle, as a matter of interest, has an automatic transmission. Your help on this would be greatly appreciated.

Answer
It's doubtful that the starter relay is the issue.  It's possible you have a blown fuse or a bad ground.  Check all your fuses (both inside and out) and check the grounds from the negative battery terminal to both the body of the vehicle and the engine.
