An alarm wasn't an option on the 1997 Elantra, so any alarm in place will not be a Hyunda alarm.  The advice I give you will be general and may not work with your particular alarm system.  Should you not be able to start the car even with my advice, you should contact alarm installation places to see if they will be able to diagnose and repair the system on your car (or remove it).

On many alarm systems, you can reset the alarm by disconnecting the battery, turning the ignition key to the on position, and then reconnecting the battery.  Of course, if your alarm re-arms automatically, you'll need to do this every time you start the car.

You can remove the alarm system.  Typically, one or two wires have been cut to attach to the alarm system and will need to be joined back together.  Other than that, it's pretty much a simple task of removing all the alarm components.

Answer
You'll first need to find out what kind of alarm it is.  Often this will be written on the remote.  You can also check to see if it's written on the alarm module (usually located behind the driver's side dash).  If you know who had it installed, they may have records to indicate who did the installation and what kind of alarm it is.

Once you find out what kind of alarm it is, check with your local alarm installation places (or the specific installer if you can get that information) to see if they have a diagram or will help you with troubleshooting information.  You can also try using Google or a similar search engine to find information on the internet (again, once you know what alarm system you have).
