What is the proper proceedure for replacing a power steering belt on a 1998 Hyundai Tiburon Fx? What has to be removed, do I need a special tool to properly tension the belt, etc. Any help would be greatly appreciated. I am a complete newbie at this stuff.

If you've not put a belt on a car before, I'd recommend doing this with a mentor guiding you.  That'll help guide you along and keep you focused on what you need to do.  Actually, a run-of-the-mill do-it-yourselfer will probably suffice.  You can purchase a belt tension measuring tool, but you'll find that adjusting by feel is far more commonplace.  And I'd suspect the tension specification may be a little on the low side, anyway.  

If I recall correctly, you'll need to remove the alternator belt to get the power steering belt off.  All you should need would be a 12mm wrench, 14mm wrench, and a pry bar.
