Isuzu Repair: kick down cable???, inner fender, conects

i have a 94 isuzu 2.6 auto trans. the trans only shifts at hight RPM or if you let off the gas.  there is a cable under the hood not conected that goes from the inner fender and runs along the throddle cable and is unhooked right before the throttle cable conects to the throttle body.  I need to know How it hooks up or what is the real name for the part

Hello Mark. Well you should be able to raise the vehicle on jacks. and my advice would be to get a manual because your fast idle mechanism has to be touching the stopper screw or it will engage. There are also some websites that deal with this as well which I will reasearch and get back to on okay? thank you for your nomination and patience Mark.
