Thanks Howard, I will check the switching valve. I had an extra one applied power and no click. I will remove the one in the car and check it. When the right tank is opened with the car running it gushes gas out. Is that part of the same problem?

When you are operating on the right tank and fuel is overflowing the tank it means that the fuel is coming from the left tank and being returned to the right tank so just do what I said above. You don't need to remove the valve to test it. It makes a loud "Click" when operated.
I told you it sounds like the switching valve next to the antenna motor has failed either because it is stuck in the left tank position or has lost it's ground or power supply (If you are operating on the right tank.) Don't condemn a part until you test it. You can't diagnosis a problem by symptoms.
