Jeep Repair: 99 grand cherokee 4.0 no fuel to rail, grand cherokee laredo, fuel pump relay


Question
I have a 99 grand cherokee laredo 4.0 with what seems to be a fuel problem.  It with start with a shot of starter fluid. I followed previous posts by jumping relay post 30 to 87 but still nothing. The fuel pump is new.  If I pull the fuel line off to the rail and the pump is working shouldn't I be getting fuel out of the line when I crank the engine or am I wrong in assuming this? Could this be a faulty ECM?

if u jump the fuel pump relay  the pump will come on and u will get fuel out the rail  if U dont   see what is not working  do u hear the pump come on?  if not  then chk for the power and grounds to the pump.
if the pump does come on see if U get fuel coming out at teh pump itself   if so possible clog int eh lines from the pump to rail.
