Jeep Repair: 99 Grand Cherokee Limited, 2 different things, trailer brakes

I have 2 questions, the 1st is simple. I was wondering if the tow package has a brake controller installed for trailer brakes.

2nd, my jeep doesn't switch from heat to defrost or the vents. The switch works and the levers move on the bottom, what are the likely parts that need to be replaced?

brake controllers are sold separate due to the fact that there are so many different kinds to the cust wanting.

heat and defrost are 2 different things   heat is a temp and defrost is a place where air goes  which parts does not work  temperature or where the air goes?
