Jeep Repair: no fuel in a 98 jeep cherokee sport 4.0 fuel injection, jeep cherokee sport, fuel level sensor

I have a 98 jeep cherokee sport 4.0 liter fuel injected that has no fuel to the fuel rail( no fuel period from the pump) I have changed pumps and leaving the fuel line off it still pumps no fuel. the gas guage will not even read although I know there is a 1/4 tank of gas in it. I have replaced the fuel pump relay and looked for other blown fuses that I know of and nothing. after reading in a repair manuel that the little box between the steering colomn and the heater box might be the problem? ecm? ecu? is ther a cut out switch or something that i am missing. I spent 300 on the pump already and that was not the problem!any help would be appreciated. all the dealer told me was to bring it in so they could charge me 800 to look at it! no thanks. please help!!!!

are u getting power and ground at the fuel pump?
