Jeep Repair: Steering Column Loose. 1989 Cherokee Laredo, jeep cherokee laredo, jeep cherokee

1989 Jeep Cherokee Laredo.
The steering column is loose, under the sleeve.
I figure it has something to do with the tilt, but I cant get into it. Cant remove the sleeve.

How do I get in to it, and what do you believe to be the problem, and how do I fix it once Im in?

Need answer ASAP please..

A steering column has to come apart from the top down starting with the steering wheel, the horn mechanism, the key mechanism, etc. until you get down to the part you want to remove.
As easier way to work on it is to remove the entire steering column from the vehicle and work on it on your work bench.
