THERE IS A SMALL RED LIGHT ON THE DASHBOARD THAT IS BLINKING, AND WHEN I TRY AND START, THE HORN GOES OFF, AND THE DASH STARTS TO BLINK. I TURNED OFF THE ALARM WITH THE REMOTE, BUT IT STILL WON'T START. ANY HELP WOULD BE GREATLY APPRECIATED.

Answer
It sounds like a security lockout.  Try inserting the key in the driver door, and locking and unlocking the vehicle.  If that dows not clear it, and the remote fails to clear it, you will have to tow the truck to a dealer or a shop equipped with a T4 or Autologic system so they can talk to the security computer and see what's going on.
