Land Rover Repair: Disco II horn not working, blown fuse, horn button

I have a 2001 Disco II and the horn will not work. It had a blown fuse I replaced it, still no luck. The new fuse hasn't blown yet. When I push the horn button on the steering wheel you can hear the horn relay under the hood activate. I've unplugged each horn to see if maybe one horn circuit could be taking them both down but neither one works. Do you need both plugged in to work? The ground looks like it comes from two different locations for each horn. What could be the possible problem? I've also swaped the horn relay just to verify the output is working. I think the blown fuse indicates an overload in the circuit. I would try a known working horn first, I've seen both horns blown at the same time (!). The should work separately. You should see there is power coming to them when pressing switch, and if there is good ground.
