Land Rover Repair: 95 discovery hesitates dies and surges, throttle position sensor, fuel injection components

I can not seem to find the problem in my 95 disco. I have changed the throttle position sensor as well as all of the standard tuneup parts including a new coil and ignition module. The car sputters and misfires when it is put in drive and will sputter and die when stopping. If you put it in neutral at a stop it will rev to almost 2000 rpms and then drop to normal and will sometimes still die. When idling it will sometimes idle fine for a short time, however most of the time it will sputter and the rpm gauge will be bouncing constantly and will almost always die after a while. Help. The Land Rover workshop manual has step by step test instructions for all the fuel injection components.  They are time consuming - 2-3 hours of testing - but if you don't test you are just guessing.  You will need a digital voltmeter and regular hand tools.  No special computer is needed for a 1995.
