Land Rover Repair: 2003 Freelander brakes, rear brakes, mileage

We have a 2003 Freelander whose front pads were replaced at 20k miles.  Now at 42k, we're having to replace the front pads and rotors.  Is it common for Freelander brakes to need replacement so frequently?  Also, replacement at the dealer was $226 for the pads at 20k, and $661 for pads and rotors at 42k.  Are these reasonable costs?

Freelanders are equipped with a disc/drum braking setup which sends 80% of the braking force to the front of the vehicle.  So Freelanders wear out the front brakes a lot faster the the rear brakes. From past experience, it's normal for Freelanders to have worn front pads and discs around that mileage.The amount charged seems normal for a Freelander,but it all depends on the labour rate, price of parts and the amount of labour charged for the repair.
