I am pretty sure it's the switch because for a while I could get both to come on by togling the switch to a middle ground.  This worked for a while but any bumps or signal changes would push the switch one way or the other.  It seems that the connection inside the switch has broken or worn out so that the togle does not match up or the switch passes the main spot of connection.
I hope this is more specific.

Question -
My question is in regards to changing the light and turn signal switch on the steering column.  I have been told that I must disengage to air bag before removing the steering wheel.  Is this a dificult job?  If not can you explain how it is done.  Also is there any way to repair the light switch.  It turns on the head lights but the dash and tail lights do not go on.  I seem to have a choice between dash and tail lights or head lights. The problem is that the police do not like me making the choice they seem to think it is important to have both on at the same time.

Hi Shawn,

yes, I understand your disagreement with local police policy.  

Electrics on our Disco can be very tricky when it comes to problem solving.  For example,  not long ago I had a problem with my rear tail light and dashboard lights not working.  It turned out that the rear tail light socket was rusting out inside and thus causing a short.  I replaced the socket and bulb and suddenly the dashboard lights were working.  Strange but true.  Could this be your problem?

Another time, the right side marker light (front) socket shorted out (rust again).  Again, my dashboard lights did not function.  In this case, I had the LR dealer fix the short.  I had searched everywhere and could not find the short.  The dealer did and charged me for one hours labour.

SO...are you absolutely sure your light/turn signal switch is the cause?

IF SO, the manual states that sometime a short can occur while working on the steering column.  This short can trigger the airbag to trigger.  OUCH...especially if you are holding tools!

I have never removed this before.  What I will do is check with some other owners and see if there is a website available for you.  I'll send you a followup message with whatever results I have.

I agree, its sounds like the light switch mounted on your steering column has a short.  I remember a couple of years back a website that describes how to replace this...I'm looking for you and will update you (either way) by the end of the day.  I've asked around and no owners I know have replaced this unit.  

So, wait a few hours more and I hope I have more info for you.
