Lincoln/Mercury Repair: 1995 mercury cougar, mercury cougar, annoying sounds

I recently purchased a 95 cougar. and the horn and parking light stay on constantly. ive checked the fuses and everything but i cant seem to find the problem.i would appricate any help.

Boy, that's annoying... Sounds like a short in the column. You'll need to remove the multi function lever (turn signal) and horn mechanism under the wheel, inspect them for damage as well as connections. Disconnect the battery before hand. Remove the fuse to the air bags as well.
