Lincoln/Mercury Repair: fuel system, thoat, fuel system

Question
Hi Pete,
I have a 1994 Villager and when it's below freezing there is a strong smell of gasoline that comes and goes.  The smell is most noticeable in the van.  My mechanic also had the opportunity to smell it, but if the outside temperature is above freezing there is no problem.  Several people have checked it out.  There is no gas in liquid form leaking anywhere and the engine runs fine.

Any idea as to where I can start looking for the problem?  I've run out of ideas.
Thank you,
Randy
