Mercedes Benz repair: 300SD hard re-start, vacuum line, vacuum system

The automatic turn-off (fuel interrupter?) was not working consistently so the local "expert" disconnected the vacuum to the non-working climate control. Now the car cuts off instantly but if I try to restart after a short period say after running into the store for a  minute, the engine sounds as if it is not getting fuel. The previous owner bypassed the automatic cut-off in the ignition an the car uses a needle valve in the vacuum line attached below the ignition to cut the car off. If I pop the hood and turn off the car manually (as I was forced to do occasionally before the "repair"), the car starts right away. I assume the vacuum assisted fuel interruption is in the injection pump and there may be a problem there? Any suggestions?

The issue is this altered vacuum system between vacuum pump and injection pump, the shutoff valve is functioning correctly, the vacuum system is not venting correctly.

Best advice:
Restore the vacuum system to factory function.
